CAR 2.0 IN SÃO FELIX DO XINGU

Pave the way for the sustained adoption of low-emission production practices by community-led businesses.

 

The Rural Cadastro Ambiental Rural (CAR) gathers self-declared environmental information on   private properties, such as its main activity, the area of the property, area with native vegetation, among others. In addition to information on production, the CAR is also an instrument that promotes environmental governance, serving as a basis for controlling and monitoring deforestation. Currently, approximately 2% of the approximately 280 thousand registrations in Pará have been validated by environmental agencies, thus encouraging a growing number of registration frauds. CAR 2.0's main objective is to develop a model that accelerates its validation process, by applying data intelligence and environmental modeling techniques to automate the analysis of records in São Félix do Xingú.

METHODOLOGY

Self-declared information in registrations is analyzed based on the definitions and requirements of the Forest Code (Law 12,651/2012). This CAR “big data” analysis process is done through geoprocessing and database modeling tools such as PostgreSQL/PostGIS and Dinamica EGO, freeware technologies, which use data on land use, deforestation, inspection, among other geodata. Automated validation of registrations is carried out for those who meet certain eligibility criteria in filters that identify the absence of a legal reserve deficit and permanent preservation area. Records that have any inconsistencies are forwarded according to priority order for manual analysis.

RESULTS

Development of a tool capable of analyzing all records in the municipality of São Felix do Xingu, separating those that comply with those that require field verification or detailed manual analysis. The system developed for São Felix do Xingu can be replicated throughout the state of Pará or any other Brazilian state, and can be customized in partnership with environmental and agricultural agencies, to support processes for environmental regularization and payments for environmental services.
